Is missing PQR information unknown, unsupported, or a need for new qualification?

A gap in a file is not itself proof that qualification failed or that new testing is required. First identify whether the fact is simply unavailable, positively outside the supported scope, or governed by a confirmed requalification trigger.

Decision rule: Use three outcomes: unknown pending evidence; known unsupported for the requested WPS scope; or new qualification/requalification required by an applicable rule. Do not convert one state into another without evidence.

Three evidence states with different next actions

Examples that keep the categories distinct

  • Unknown: the PQR scan omits its travel-speed page. The speed needed for the target process is not established until the original record or supporting log is recovered.
  • Known unsupported: a readable PQR shows one tested process arrangement, while the requested WPS adds a different process segment with no supporting qualification record. The target combined arrangement is not evidenced by that PQR.
  • Requalification required: the actual PQR and proposed change are both known, and the change crosses the applicable Table 6.6 trigger for that process. If CVN applies, a Table 6.8 trigger may independently require requalification.

These examples are conditional illustrations. They do not establish a result for any customer's records.

Request the smallest record that resolves the gap

For each unresolved item, identify: the WPS field or qualification question; the source needed (PQR variable page, original test report, material certificate, process log, contract drawing/specification); the relevant process or test segment; and which conclusion depends on it. A readable original with page provenance is stronger than a summary table without traceable source.

Missing values should not be reconstructed from a WPS range, typical manufacturer settings or another PQR unless the applicable code route and records explicitly support that use. PQR test results, failures, retests, signatures and dates must remain true to their source documents.

What can proceed while evidence is missing?

Complete independent checks that do not depend on the missing item. For example, a missing CVN report need not prevent transcription of a legible base-metal grade, but it does prevent a positive conclusion about a CVN-required WPS scope. Mark the affected field and downstream conclusion as pending instead of blocking unrelated facts or filling the gap by inference.

Code basis and limits

This guide follows AWS D1.1/D1.1M:2025 base edition plus the registered July 28, 2026 base-edition errata; AMD1 is not included. The contract edition governs each project. Review the actual PQR, supporting test reports, applicable table notes and project requirements before issuing a production WPS.
